چکیده

Certain markets evoke popular discomfort, distrust and even outrage. Trade in arms, drugs, toxic waste, child labor and body parts, for example, elicits these reactions to different degrees. This paper asks—what is it about some markets that brings about these responses? It is argued that three key parameters—extremity, agency and inequality—have a bearing on our intuitive reactions and serve to differentiate markets. The more extreme are the likely outcomes of a market, the further is the agent who acts in the market from agents who bear the consequences of those actions, and the greater is the degree of inequality in market relations, the more likely it is that the operation of the market will provoke discomfort. At the extreme, when outcomes are potentially extreme, agency is minimal and market relations are highly unequal, the market in question may deserve the label “obnoxious”. However, it is not obvious that the best or only answer to an obnoxious market is to attempt to ban it. The forces underlying the market may not disappear, and such attempted bans may in fact intensify the problems of extremity, agency and inequality. While judicious regulation remains an important tool, a complementary approach is to address the underlying issues directly—extremity through safety nets, agency through information, and inequality through redistribution. * This paper was originally prepared for a conference on Economics, Philosophy and Contemporary Social Issues, held at the University of California, Riverside, on May 25-26, 2001. I am grateful to the Conference organizers, Steve Cullenberg and Prasanta Pattanaik for encouraging me to work on this topic. I thank them and my fellow paper writers—Xu Cheng, Georgia Warnke, Paul Seabright, Richard Arneson, Keith Griffin, Stephen Marglin, Debra Satz and Vegard Iversen—for stimulating discussions at the conference. I am also grateful to my Cornell colleagues Kaushik Basu and Dick Miller for letting me use them as sounding boards for these ideas.

Strategy-Proof Mechanism for Obnoxious Facility Location on a Line

In the problem of obnoxious facility location, an obnoxious facility is located in an area. To maximize the social welfare, e.g., the sum of distances from all the agents to the facility, we have to get the true locations of each agent. However, each agent may misreport his/her location to stay far away from the obnoxious facility. In this paper, we design strategy-proof mechanisms on locating ...

Obnoxious p-Median problems: valid inequalities and a Branch-and-Cut approach

The Obnoxious p-Median (OpM) problem is the repulsive counterpart of the more known attractive pmedian problem: given a set C of cities and a set F of possible locations for obnoxious plants, it consists in finding a p-cardinality subset of F , such that the sum of the distances between each city of C and the nearest site is maximised. Two alternative formulations for OpM and the proof of its N...

An efficient algorithm for finding the semi-obnoxious $(k,l)$-core of a tree

In this paper we study finding the $(k,l)$-core problem on a tree which the vertices have positive or negative weights. Let $T=(V,E)$ be a tree. The $(k,l)$-core of $T$ is a subtree with at most $k$ leaves and with a diameter of at most $l$ which the sum of the weighted distances from all vertices to this subtree is minimized. We show that, when the sum of the weights of vertices is negative, t...

Algorithm for Obnoxious Facility Location Problem

This study presents an endeavor to determine an optimal solution for the obnoxious facility location problem. Obnoxious materials are those which may cause harm to the health of human beings and pollute the environment. The obnoxious material management is a significant environmental issue. Since the social economical growth encourages to establishment of industrialization. While the waste mate...

The Obnoxious Center Problem on a Tree

The obnoxious center problem in a graph G asks for a location on an edge of the graph such that the minimum weighted distance from this point to a vertex of the graph is as large as possible. We derive algorithms with linear running time for the cases when G is a path or a star, thus improving previous results of Tamir. For subdivided stars we present an algorithm of running time O(n log n). Fo...
